To the Clerk of the Court of Appeals:

I, JOHN R. REEVES, SECRETARY OF STATE OF THE STATE OF MARY-

LAND, pursuant to the direction contained in Section 210 of Article 33
of the Annotated Code of Maryland (1951 Edition) DO HEREBY CER-
TIFY, that at the General Election held in the State of Maryland on
the 2nd day of November, 1954, an Act known as Chapter 644 of the
Acts of the General Assembly of 1953, was submitted to the voters of
Carroll County, Maryland, for their adoption or rejection under the
provisions of Chapter 644 of the Acts of 1953, said Act being as
follows:

"An Act to establish a Planning and Zoning Commission for
Carroll County, setting out the functions and duties of said
Commission and the manner by which appointment to the
Commission shall be made."

AND I DO CERTIFY, that at such election 1,767 votes were cast in favor
of the adoption of Chapter 644 of the Acts of the General Assembly
of 1953 and 8,586 votes were cast against the adoption of the said
Chapter 644, and a majority of the votes being cast against the adop-
tion of the said Act, the same has, therefore, failed of ratification.
