title "Motor Vehicles", sub-title "Administration—Registration—

buses and vehicles used as public or common carriers of persons.

Dear Mr. Speaker:
House Bill 821 was intended to eliminate the distinction between
the classes of chauffeurs' licenses issued by the Commissioner of Motor
Vehicles. Unfortunately, the bill also eliminates, except for school
busses, the requirement that a driver of a motor vehicle used as a
public or common carrier vehicle, must be at least eighteen years of
age. Thus the age limit for driving large busses, taxis, and other
similar vehicles would be lowered from eighteen to sixteen years.
This is a definite step backward in the field of highway safety, and
I am sure it was not the intention of the sponsor of this bill, which
I. have today vetoed.

House Bill No. 824—Maryland-National Capital Park
and Planning Commission
AN ACT to authorize the Maryland-National Capital Park a,nd
Planning Commission to include in its annual Budget provision
for the acquisition of lands required for highways, school sites,
and other public uses within the Maryland-Washington Regional
District in Montgomery County, shown on the said Commission's
General Plan for the Physical Development of the said District but
not within the road or other construction program current at the
time of such acquisition.
