House Bill No. 354—Plumbing Board, St. Mary's County

AN ACT to add new Section 315A to Article 43 of the Annotated
Code of Maryland (1951 Edition), title "Health," sub-title "Plumb-
ing", to follow immediately after Section 315 thereof, relating to
the Plumbing Board of St. Mary's County.

Dear Mr. Speaker:

House Bill 354 creates a Plumbing Board in St. Mary's County and
provides a license fee for non-resident master plumbers double that
required of resident master plumbers. The Attorney General advises
that this discrimination is unconstitutional since there is no reason-
able basis for the classification.

Accordingly, I have vetoed this bill.
