House Bill No. 209—Baltimore Police Pension Fund
AN ACT to authorize and direct the Police Commissioner of Balti-
more City to return all monies to John W. Mike that were contri-
buted by him to the Pension Fund while he was a member of the
Police force of Baltimore City.

Dear Mr. Speaker:
House Bill 209 providing for a refund of all contributions to the
Police Pension Fund by Mr. John W. Mike, while serving as an officer
of the Baltimore City Police Department, would have the same effect
as House Bill 208, which I have today vetoed. The general problem
raised by such legislation is treated at length in my veto message
returned with House Bill 208, and to which your attention is re-
spectfully addressed for a fuller consideration of the matter.
It should be noted that the late Commissioner Ober specifically
recommended veto of this bill, which would provide special treatment
for a single individual different from that accorded all others similarly
situated under the general provisions of the Police Pension Law.
There is no possible basis for such discriminatory and preferential
treatment, and I am accordingly returning House Bill 209 as vetoed.

House Bill No. 232—Anne Arundel County, Laundry Machinery
AN ACT to repeal and re-enact, with amendments, Section 8 (23)
of Article 81 of the Annotated Code of Maryland (1951 Edition),
title "Revenue and Taxes", sub-title "Ordinary Taxes. What Shall
be Taxed and Where", providing that laundry machinery used in
laundering in Anne Arundel County shall be classed as used in the
business of manufacturing within the purposes of said section.
