Senate Bill No. 401—State Income Tax

AN ACT to add new Section 319A to Article 81 of the Annotated
Code of Maryland (1951 Edition), title "Revenue and Taxes",
sub-title "Special Taxes", sub-heading "Income Tax", to follow
immediately after Section 319 thereof, requiring operators of cer-
tain apartment houses to file lists of adult ALL occupants with the
Comptroller.

Dear Mr. President:

I have today vetoed Senate Bill 401 which would require apartment
operators to file annually with the State Comptroller a list of the
names and addresses of all occupants of their premises.

The annual listing of every man, woman and child in apartment
houses would provide no tax information from which the Comptroller
could deduce a possible tax liability and would probably be a less
comprehensive and orderly compilation than would result from use
of telephone books. In fact, I have difficulty in visualizing any
worthwhile objective to be attained from such lists. Its sole
accomplishment would be to occasion one group of taxpayers—
operators of more than four apartments—considerable trouble and
expense in the preparation of forms serving no useful purpose. So
viewed, these lists would be another addition to the overpowering
mass of forms which have been zealously foisted upon defenseless
businessmen under penalty for refusal, as here, of fine or consignment
to durance vile. Government in Maryland has never followed the
trend of pointless paper gathering and file collecting, and I shall
continue adamantly to oppose unnecessary trespasses upon the time
of our citizens, with the attendant public and private expense and
annoyance.

Senate Bill No. 459—Federal Surplus food Commodities

AN ACT to add a new section to Article 41 of the Annotated Code
of Maryland (1951 Edition), title "Governor—Executive and
Administrative Departments", said new section to follow imme-
diately after Section 79 of said Article and to be known as Sec-
tion 79A, and to be under a new sub-title to be known as "Federal
Surplus food Commodities", authorizing and empowering the
Governor to designate a department, agency or agencies of the
State to accept surplus food commodities appropriated and avail-
able to the State of Maryland under the provisions of any Act of
Congress of the United States relating to surplus food commodi-
ties and to manage and dispose of the same in accordance with
Federal Law.
