THEODORE R. McKELDIN, GOVERNOR                   1253

Resolved by the General Assembly of Maryland, That the State
Roads Commission be and it is hereby requested to name and desig-
nate U. S. Route No. 213, from Elkton to the Chester River, as the
"Augustine Herman Highway", under its powers as contained in
Section 15 of Article 89B of the Annotated Code of Maryland.

(House Joint Resolution 10)

House Joint Resolution providing for a Special Joint Committee to
study the operations and problems of the several training schools in
this State.

WHEREAS, the members of the General Assembly of Maryland are
informed from time to time of serious administrative, personnel and
operating problems in the several training schools in this State; and

WHEREAS, among these problems is the need for a definitive state-
ment of the lines of authority as between the Department of Public
Welfare and the several Boards of Managers; and

WHEREAS, the uncertainties now existing in the lines of authority
may be resulting in overlapping administration and weaknesses in
operating details; and

WHEREAS, the members of the General Assembly also are informed
of serious personnel problems existing at some or all of these schools,
perhaps due to the management and administration of the training
schools, resulting in the loss by resignation of trained and competent
employees and a marked loss of morale among the remaining em-
ployees; and

WHEREAS, the members of the General Assembly believe that every
effort should be made to ascertain and correct the administrative,
procedural and personnel problems affecting the Barrett School for
Girls, the Maryland Training School for Boys, Boys' Village of Mary-
land and Montrose School for Girls; now therefore be it

Resolved by the General Assembly of Maryland, That the President
of the Senate and the Speaker of the House of Delegates of Maryland
are authorized and directed to appoint a Special Joint Committee of
members of the Senate and House of Delegates to consist of not fewer
than five members of each House to conduct an immediate investiga-
tion into the administration, operation, procedures and personnel
problems of the Maryland Training School for Boys, Barrett School
