to the President of the United States, to each member of the Mary-
land Delegation in the Congress of the United States and to the
Members of the United States Maritime Commission.

Senate Joint Resolution requesting the Board of Trustees of the
Employees' Retirement System, the Board of Trustees of the
Teachers' Retirement System and the Legislative Council to study
the feasibility and the wisdom of integrating the two retirement
systems with the Old-age and Survivors' Insurance System oper-
ated as part of the social security program of the Federal Govern-
ment.
WHEREAS, There has been considerable interest on the part of
State officials, including members of the General Assembly, members
of the Employees' Retirement System and members of the Teachers'
Retirement System over the possibility of some form of integration
between the two retirement systems and the Old-age and Survivors'
Insurance System operated by the Federal Government as part of its
social security program; and
WHEREAS, One of the features of the Old-age and Survivors' In-
surance System which might be an attractive addition to the present
retirement and pension system is that of survivors' benefits which
are not now provided for in either the Employees' or the Teachers'
Retirement Systems; and
WHEREAS, The entire subject is worth serious and detailed consid-
eration, involving as it does basic questions of employees' welfare
and of fiscal policy as well as the determination of the proper pro-
cedures to be followed in the event some form of integration should be
decided upon; now therefore be it
Resolved by the General Assembly of Maryland, that the Board of
Trustees of the Employees' Retirement System, the Board of Trus-
tees of the Teachers' Retirement System and the Legislative Council
be requested to give serious and detailed consideration to the
possibilities for integrating in some manner the Employees' and
Teachers' Retirement Systems into the system of Old-age and Survi-
vors' Insurance operated by the Federal Government as part of its
social security program; and be it further
Resolved, That the three agencies be requested to collaborate in
this study, securing whatever technical assistance and information
may be necessary and joining in a report to the General Assembly
and to the Governor of Maryland, including therein whatever recom-
mendations and conclusions may be decided upon; and be it further
