in one or more newspapers of general circulation in the District
in that county.

[In the event that the regulations or amendment are applicable
throughout the District, at least one hearing shall be held within the
portion of the District in each county, respectively; and thirty days'
notice of the time and place of said hearings shall be published in one
or more newspapers of general circulation within the District. If the
regulations or amendment are applicable only within that portion of
the District within one county, the hearings shall be held within that
portion; and the said notice shall be published in one or more news-
papers of general circulation therein.]

The Commission shall prepare a plat of any land reserved for public
use under the provisions of this section, showing the survey location
of the said land, names and addresses of the owners and any other
information required for filing among the land records of the county
in which the land so reserved shall be located and for the proper
indexing therein. The plat shall comply with all requirements for
recording of plats among such land records, and shall be so recorded
by the Clerk of the Court of the county in which the land is situated.

The sub-division regulations heretofore adopted by the Commission
and now in effect within the respective portions of the District in
Montgomery and Prince George's Counties shall be deemed to have
been adopted in accordance with the foregoing provisions; and the
said regulations shall apply respectively within the portions of the
District within each county [as the same are now or may hereafter
be defined by law] until modified in accordance with this section.

SEC. 2. And be it further enacted, That Section 2-J of the said
Maryland-Washington Regional District Act as enacted by Chapter
992 of the Acts of 1943, be and the same is hereby repealed and re-
enacted with amendments to read as follows:

2-J. The Commission shall approve or disapprove a sub-division
plat within thirty days after the submission thereof; otherwise such
plat shall be deemed to have been approved and a certificate to that
effect shall be issued by the Commission upon demand; provided, how-
ever, that the applicant for the Commission's approval may waive
this requirement and consent to the extension of such period. The
ground of disapproval of any plat shall be stated upon the records
of the Commission. Any plat submitted to the Commission shall
contain the name and address of a person to whom notice of hearing
may be sent; and no plat shall be acted upon by the Commission with-
out affording a hearing thereon, notice of the time and place of which
shall be sent by mail to said address not less than five days before
the date fixed therefor; provided, however, that in his application
applicant may waive such hearing and notice, and the approval of
any plat exactly as submitted by the applicant shall be deemed a
waiver of such hearing and notice. [The Commission is empowered
to include in its sub-division,] Such regulations may include pro-
visions for notice to owners of properties that would be substantially
affected by approval of any subdivision plat and for public hearings
on such applications.

SEC. 3. And be it further enacted, That except as otherwise pro-
vided herein, all Acts or parts of Acts or laws and parts of laws in-
