CHAPTER 669
(House Bill 536)

AN ACT to add 25 new sections to the Code of Public Local Laws of
Cecil County (1953 Edition), being Article 8 of the Code of Public
Local Laws of Maryland, title "Cecil County," said new sections to
be known as Sections 393 to 417, inclusive, under the new sub-title
"Sanitary Districts," and to follow immediately after Section 392
thereof, to provide for the creation of the Cecil County Metro-
politan Commission and to provide a method for the creation of
certain sanitary districts within Cecil County, Maryland, to provide
for the government thereof, to provide for the construction, main-
tenance, operation, purchase, condemnation or acquisition by gift
of water supply, sewerage and drainage systems, and the purchase
or condemnation of any land, structures or buildings or any stream
bed, water way, water rights, or watershed or any rights therein
required for use in the construction, maintenance or operation of
water supply, sewerage and drainage systems, to provide for the
issuance of bonds, GUARANTEED BY CECIL COUNTY, for the
purpose of such construction and the levy of taxes, assessments
and benefits, water charges and rates for the payment of said
bonds in each district, to provide for the operation, maintenance,
regulation and control of said system; and to provide penalties for
certain offenses defined herein, and for other purposes.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That 25 new sections be and they are hereby added to the Code of
Public Local Laws of Cecil County (1953 Edition), being Article 8
of the Code of Public Local Laws of Maryland, title "Cecil County,"
said new sections to be known as Sections 393 to 417, inclusive, to
be under the new sub-title "Sanitary Districts/' to follow immediately
after Section 392 thereof, and to read as follows:

Sanitary Districts

393. for the purpose of carrying out the provisions of this sub-
title, the sanitary districts created under the provisions of this
sub-title shall be under the jurisdiction of a Commission of three
persons, all of whom shall be appointed by the Board of County Com-
missioners of Cecil County, and all of whom shall reside in Cecil
County, be resident taxpayers of said county and qualified voters
thereof. No person shall be eligible for appointment to said Com-
mission by the Board of County Commissioners of Cecil County who
shall hold any elective or appointive office at the time of or during
the period immediately preceding such appointment. The term of
each of the three members shall be six years or until their successors
are appointed and have qualified, except that the first Commissioner
named by said Board of County Commissioners shall serve for two
years, the second for four years and the third for six years from the
date of their appointment, and as the term of each Commissioner ex-
pires, his successor shall be appointed by the Board of County Com-
