adjustment of said development with public and private development
of other parts of the State of Maryland and of the District of
Columbia, and the protection and promotion of the health, safety,
morals, comfort and welfare of the present and future inhabitants
of the District. In the preparation and making of the plan and in the
exercise of the zoning, planning, sub-division control and other
powers granted to it in this Act, the Commission may act in con-
junction and cooperation with the National Capital Park and Plan-
ning Commission created by Act of Congress approved April SO, 1926,
and the Commission is hereby designated by the State of Maryland
as the representative of the State of Maryland and for these purposes
the Commission is hereby authorized and empowered to enter into
such commitments and agreements with the said National Capital
Park and Planning Commission as may in the discretion of the Com-
mission seem necessary. The Commission is further empowered to
act in conjunction and cooperation with other representatives or
officers of the United States Government or of the District of Colum-
bia or of the State of Maryland, including the Maryland State Plan-
ning Commission and Washington Suburban Sanitary Commission,
or of the State of Virginia or of Montgomery or Prince George's
Counties or of any district, municipality or other local or district
sub-division within said counties or within said States.
2-E(2). The Commission shall, at the request of the governing
body of either Montgomery or Prince George's County, direct the
members of the Commission from the county making the request:
(a) to prepare

MEND TO THE GOVERNING BODY OF THE COUNTY A
COORDINATED program of public works to be financed by the
County MAKING SUCH REQUEST (b) to review and make recom-
mendations on the proposed annual capital budget of the County and
(c) to advise the SUCH County as to the location, design and adequacy
of public improvements to be constructed by the County, and other
county-wide problems involving planning on which the County may
request advice, provided, that this section shall not be construed to im-
pair or affect the duties, power and functions of the Commission as
elsewhere defined in this Act. for the purposes of this Section the
members of the Commission from either County shall constitute the
County Planning Board for the County, and the members COUNTY
PLANNING BOARD OR BOARDS acting under this section may
utilize the services of the Commission's staff to the extent necessary to
enable them to discharge their duties under this section; PROVIDED
THAT IN MONTGOMERY COUNTY THE COUNTY COUNCIL
MAY EXPAND THE MEMBERSHIP OF THE COUNTY PLAN-
NING BOARD BY ADDING THERETO THE COUNTY MAN-
AGER AND THE DIRECTOR OF PUBLIC WORKS.
SEC. 2. And be it further enacted, That except as otherwise pro-
vided herein, all Acts or parts of Acts or laws and parts of laws in-
consistent herewith or contrary hereto are hereby repealed to the
extent of such inconsistency.
SEC. 3. And be it further enacted, That this Act shall take effect
June 1, 1955.
