STRUCTED UNLESS THE SITE THEREFOR SHALL HAVE
BEEN FIRST APPROVED BY THE BOARD OF ESTIMATES OF
THE CITY OF BALTIMORE.

(6)   To appoint and dismiss officers, agents and employees, includ-
ing, but not limited to engineering, architectural, fiscal and construc-
tion experts and attorneys, and to fix their compensation;

(7)   To borrow money for any of its corporate purposes and to
issue negotiable revenue bonds payable solely from earnings of the
market and to provide for the payment of the same and for the rights
of the holders thereof;

(8)   The Authority is authorized to receive appropriate gifts,
contributions of money, supplies, goods and services, or loans thereof,
and especially to accept appropriations, allotments and loans of funds
from the State of Maryland, the United States of America, any
Federal corporation or agency organized for the purpose of aiding
in the construction of public improvements or the extension and
improvement of market facilities, any municipal corporation or
political subdivision of the State of Maryland; provided, however,
that the bonds of the Authority shall be a primary lien upon the
revenues of the Authority and any loan or appropriation from the
Federal, State or Municipal Government shall be secondary.

(9)  To exercise any power usually possessed by private corpora-
tions in performing similar functions, which is not in conflict with
the Constitution and laws of this State; and

(10)   To do all things necessary and convenient to carry out the
powers expressly granted by this Act.

SEC. 5. And be it further enacted:

The City is hereby authorized and empowered to vacate any or all
streets, alleys, or other public places required to insure proper
operation of the market and the full and complete utilization of its
or their facilities, and the City may grant to the Authority the ex-
clusive right to use such vacated streets, alleys or other public places
for the purpose of the market, subject to such terms and conditions
and in such manner as the City and the Authority may lawfully agree
upon.

SEC. 6. And be it further enacted:

(Cleaning and Refuse Removal.) The State &? €bn& ef its- political
