each of the law and equity courts of Baltimore City shall be entitled
to receive annually a salary of not less than three thousand six
hundred dollars ($3, 600) nor more than nine thousand dollars
($9, 000), and the clerks of the circuit courts of Calvert [, ] and
Frederick [and Montgomery] counties, shall be entitled to receive
annually a salary of not less than three thousand six hundred dollars
($3, 600. 00) nor more than seven thousand five hundred dollars
($7, 500. 00), to be fixed and determined in the case of each clerkship
by the board of public works, and each clerk shall be entitled to the
salary so fixed and no more.

(k-2) The clerk of the circuit court of Montgomery County shall
be entitled to receive an annual salary of nine thousand dollars
($9, 000. 00).

SEC. 2. And be it further enacted, That the increase in salary
herein provided for the clerk of the circuit court of Montgomery
County shall not apply to the clerk of the court who is in office at the
time this law is enacted. The said increase shall be effective only as
to the clerk of court of Montgomery County who becomes such next
after the time this law is enacted.

SEC. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a yea
and nay vote, supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 7
(House Bill 36)

AN ACT to repeal and re-enact, with amendments, Section 356 of the
Code of Public Local Laws of Baltimore County (1953 Supple-
ment), being Article 3 of the Code of Public Local Laws of Mary-

land, being in Title 23, "Public Works", and as last amended by
Chapter 131 of the Acts of 1953, relating to the form of certificates
of indebtedness issued pursuant to the provisions of said section
and relating to the issuance of bonds for the improvement of the
Metropolitan District of Baltimore County without a referendum.

WHEREAS, Chapter 620 of the Acts of 1953 provides that, with
certain exceptions, all bonds or certificates of indebtedness proposed
to be issued by the County Commissioners of Baltimore County,
except self-liquidating bonds or certificates of indebtedness, shall be
approved by the voters of Baltimore County, both as to proposal and
