an estimate, it is intended that the amount
paid Baltimore City shall be the actual amount
required. Provided, however, that the Gen-
eral Fund appropriation for Social Security
coverage or equivalent benefits for Baltimore
City Teachers shall not be available for any
other purpose and shall revert to the Gen-
eral Funds of the State to the extent not used
for such specific purpose.
