Voting Generally'', be and it is hereby repealed and re-enacted, with
amendments, to read as follows :
234. Who May Vote; Applications for Ballots.
(b) Application—Required; contents.—A qualified voter desiring
to vote at such election as an absentee voter shall make application
in writing to the board of supervisors of elections of the city or the
county, as the case may be, for an absentee ballot, not later than the
twentieth (20) day before such election and such application shajl
contain an affidavit, which shall set forth: (1) His name and resi-
dence address, including the street and number, if any, or rural
route, if any; (2) that he is a qualified voter of the ward or election
district in which he resides; (3) in case he voted at the preceding
election, the ward or election district where he so voted; (4) that he
expects in good faith to be unavoidably absent from the State of
Maryland on the day of the next primary or general or special elec-
tion for whatever reason, specifying it. Printed forms of application
for absentee ballots distributed in accordance with Public Law 296,
84th Congress (69 Stat. 584), shall be accepted as an application for
an absentee ballot; provided such form application shall disclose
therein, under remarks or otherwise thereon, all the information
required by the above provisions, although not necessarily listed in
the same order.
(c) Same—Who may administer oaths.—Only the members of the
supervisors of elections and employees designated by it in writing
for such purpose and any notary public or other officer authorized
to administer oaths, including any person authorized by Federal law
to administer oaths, shall have authority to administer the oath to
any voter making the affidavit required in said application for an
absentee ballot.
Sec 2. And be it further enacted. That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.
