the State Military Department sums for the construction of an
armory to be located in the Dundalk-Essex Area of Baltimore County,
and for the construction of an armory to be located at Cumberland
in Allegany County. There shall be allowed an additional period of
two years, beginning on the effective date of this Act, for placing
such projects under contract. If such projects shall not have been
placed under contract within a period of two years beginning on the
effective date of this Act, then they shall be deemed to have been
abandoned and the other provisions of said Section 8 of Chapter 98
of 1956 shall be fully effective as to these projects.
Sec 2. And be it further enacted, That this Act shall take effect
June 1, 1958.

CHAPTER 17
(House Bill 54)
AN ACT to repeal and re-enact, with amendments, Section 380 (a)
of Article 66 1/2 of the Annotated Code of Maryland (1957 Edi-
tion), title "Motor Vehicles", sub-title "Drivers' Schools", requir-
ing driving instructors to pay an annual fee in order to obtain
and renew a certificate from the Commissioner of Motor Vehicles.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 380 (a) of Article 66 1/2 of the Annotated Code of Mary-
land (1957 Edition), title "Motor Vehicles," sub-title "Drivers'
Schools", be and the same is hereby repealed and re-enacted with
amendments to read as follows:
380.
(a) Operator's license and instructor's certificate required. No
person shall be employed by a licensee as a driving instructor, nor
shall any person give instructions for a fee in the operation of
motor vehicles or motorcycles unless such person is the holder of an
operator's license and an instructor's certificate issued by the Com-
missioner. Such certificate shall be issued only upon payment to the
Commissioner of a fee of Five Dollars ($5.00) and shall be valid one
year from the date of its issue. The annual fee for the renewal there-
of shall be Five Dollars ($5.00). Such certificate shall be issued only
to persons of good reputation and moral character.
Sec 2. And be it further enacted, That this Act shall take effect
June 1, 1958.
