To the Clerk of the Court of Appeals:
I, CLAUDE B. HELLMANN, SECRETARY OF STATE OF THE STATE OF
MARYLAND, pursuant to the direction contained in Section 210 of
Article 33 of the Annotated Code of Maryland (1951 Edition), DO
HEREBY CERTIFY, That at an Election held in the First Election District
of Howard County, Maryland, May 12,1931, an Act known as Chapter
394 of the Acts of 1931, was submitted to the voters of the First
Election District of Howard County, Maryland, for their adoption or
rejection under the provisions of Chapter 394 of the Acts of 1931,
said Act being as follows:
"An Act to create a special taxing area or district in the First
Election District of Howard County, and to authorize the Board
of County Commissioners to borrow upon the faith and credit
of the said county a sum of money not exceeding seven percent
of the assessable property in said special taxing area or
district".
AND I DO CERTIFY, that at such election 341 votes were cast in
favor of the adoption of said Chapter 394 of the Acts of 1931 and 62
votes were cast against the adoption of said Chapter 394, and a
majority of the votes being cast in favor of the adoption of Chapter
394 of the Acts of 1931, the said Act has therefore been ratified by
the voters of the First Election District of Howard County, Maryland.
