WHEREAS, The Special Committee reported that the State Farm
Pond Law as recently amended, requires supervision of the construc-
tion work on farm ponds by the State Committee, and that engineer-
ing plans and other services are provided for farmers in the soil
conservation districts of the State; and

WHEREAS, There was presented to the Committee testimony that
serious shortages of qualified engineering personnel exists in both
the State Committee and the Federal Service, so that these organiza-
tions are not able to adequately carry out the duties they were
created to provide or the duties required under State laws, and

WHEREAS, The Special Committee in its report recommended that
additional appropriations be requested at the State and Federal
levels to alleviate this serious condition, now, therefore be it

Resolved by the General Assembly of Maryland, That the Congress
of the United States be urged to provide additional funds to the
Federal Soil Conservation Service so that they will be able to
adequately provide engineering services sought by farmers in the
soil conservation districts of Maryland, and be it further

Resolved, That the Delegation from Maryland in the Congress be
and they are hereby requested to implement this Resolution.

(Senate Joint Resolution 4)

Joint Resolution adopting the recommendations of the Legislative
Council's Special Committee on the Custody of Minors.

WHEREAS, The Legislative Council appointed a Special Committee
on Minors, charged with a study of the possibilities and feasibility
for placing the several State institutions and camps having the care
and custody of minors under the jurisdiction and operating control
of a new State agency; and

WHEREAS, The Legislative Council adopted the recommendations
of the Special Committee as follows: "The Committee recommends
that the Legislative Council request the General Assembly to appoint
a committee to continue the study of youth authorities and youth
commissions begun by this Committee. Along with this subject
the proposed committee should study and discuss legislation which
would place responsibility for juvenile delinquency on the parents
of the offenders. It should also be commissioned to examine the
feasibility of specifying a uniform maximum age classification for
juveniles, and the method and efficacy of after-care supervision of
juveniles released from the training school"; now, therefore, be it
