Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 16A be and is hereby added to Article 73B of
the Annotated Code of Maryland (1957 Edition), title "Pensions",
sub-title "In General", said new section to follow immediately after
Section 16 thereof, and to read as follows:

16 A. Beginning in the fiscal year 1958 and continuing each year
thereafter the Comptroller of the Treasury shall compute for every
Department, Board, Bureau, Commission or other Agency of the
State government which is supported in whole or in part by funds
other than General Funds that amount which such Department,
Board, Bureau, Commission or other Agency shall pay as the em-
ployer's share of employee retirement cost which is chargeable to the
funds other than General Funds of such department The Comptroller
shall make such computation using the total rate of contributions as
set by the Actuary of the Employees Retirement System of the State
of Maryland for the General Fund payments by the State to the
Retirement System. It is intended that contributions for retirement
from all funds shall be calculated and paid on the same basis and
at the same rate.

Sec 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a yea and
nay vote, supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 9
(House Bill 7)

AN ACT to repeal and re-enact, with amendments, Section 7 of
Article 78A of the Annotated Code of Maryland (1957 Edition),
title "Public Works", changing an incorrect reference therein to
the Director of Budget and Procurement in order that the refer-
ence henceforth will be to the Director of the Department of
Public Improvements,

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 7 of Article 78A of the Annotated Code of Maryland
(1957 Edition), title "Public Works", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

7. The Board of Public Works shall in like manner supervise the
expenditure of all sums appropriated for the acquisition of land,
buildings, equipment, new construction and other capital expendi-
tures, except in connection with State roads, bridges and highways,
whether made through the medium of a budget bill, a supplementary
appropriation bill or a State bond issue bill, and all contracts for the
expenditure thereof shall be subject to the approval of said Board
