2. AND BE IT ENACTED, That the cost and
expenses of erecting and finishing the said, walls and
lodge, shall be assessed and levied on the assessable
property of said county, as soon as the same are as-
certained, and as other county charges are assessed
in said county; and that in order that the said levy
court may proceed to the duties enjoined on them by
this act immediately, it shall and may be lawful for
the said levy court to borrow from any Bank or
Banks, of the city of Baltimore, such sum or sums of
money as may be necessary to erect and finish the walls
and lodge as aforesaid; and the assessment above
mentioned, incase of such loan, is hereby pledged to
such Bank or Banks, for the re-payment of such loan

exceed the sum of ten thousand dollars.

3. AND BE IT ENACTED, That as soon as
the said walls and lodge are finished, the sheriff of
Baltimore county shall take charge thereof, and ap-
point a sober and discreet person to be porter at the
principal entrance, and guardian of said prison lot,
who shall be paid for his services by the said sheriff,
and shall not be entitled to any fee or perquisite from
any other person.

4. AND BE IT ENACTED, That no cider, beer,
wine, brandy, rum, whiskey, or other spirituous li-
quor whatever, shall be brought or carried within the
prison lot by any sheriff, keeper, turnkey, porter or
other person having charge thereof, or by any pri-
soner, visitor of other person whatever, except by
order of the attending physician or physicians of said
prison, and except of such small quantities of either as
may be absolutely wanted to be consumed by the
keeper, turnkey, porter or other person having
charge of said prison, and his, her or their family or
families; and that no person, except the attorney or
attornies of a prisoner, shall be permited to visit a
prisoner or prisoners within said lot or prison, unless
by special licence from the sheriff or principal keeper,
or some judge or justice, or other person legally au-
thorised to give the same; and if any sheriff shall
introduce within the prison lot, or suffer to be intro-
duced, any such spirituous liquors, knowing it to be
done contrary to this act, he shall forfeit and pay the
sum of one hundred dollars for each and every of-
fence, to be recovered by indictment, or information,
one half to be paid to the informer thereof and the
other half to be applied to the use of Baltimore coun-
ty; and if any keeper, turnkey, porter or other per-
