date of their appointment, and until their successors

SEC. 5. And be it enacted, That it shall be the
duty of the trustees appointed as aforesaid, as soon as
convenient after their appointment, to ascertain the
number of white children between the ages of five and
twenty-one years in their respective school districts, and
report the same to the school commissioners of the
county; in any district in which there is no school house,

able and central site, secure the same by purchase, gift
or condemnation, and forthwith to make arrangements
for the erection of a, school house thereon, and the pro-
curement of necessary furniture for the same, the ex-
pense for which shall be paid as hereinafter provided ;

agement of the school within their respective districts,
by appointing teachers, determining upon vacations,
times for public examinations, persons to conduct the
same, and doing such other things as they may deem
necessary for the promotion of the best interests of the

have power to discharge teachers from their respective
schools for incompetency, neglect of duty or immoral
deportment, and shall also have power to dismiss pupils
from their respective schools for impracticable insubor-
dination or gross immoral conduct; they shall admit no
child in any school who is under the age of five, or
over the age of twenty-one years, unless in such cases
as in their judgment this rule should be dispensed with;
they shall require the teachers in their respective schools

to keep a register of the names and ages of their respec-
tive pupils, and their daily attendance at school, and
report the same at the end of each scholastic year to
them, which report, they shall deliver to the board of

school commissioners; they shall not employ as teacher
any person who shall not furnish from the board of
school commissioner a certificate, stating that such
person is of good moral character, and capable of in-
structing thoroughly in the elementary branches of an
English education, which shall be the lowest standard
of qualification of teachers; if the trustees shall appoint
any person as teacher who shall not furnish such certi-
ficate, such teacher shall not be entitled to any part of
the compensation provided by this act.
