missioners of Kent county, shall have five days notice
of the hearing of the said cause before the circuit
court.

SEC. 3. And be it enacted, That this act shall take
effect from the date of its passage.

CHAPTER 188.

Passed
Mar. 10, 1854.

AN ACT to authorise county commissioners of Cecil
county, to levy a sum of money for the construction
of a bridge over Big Elk creek, at or near Scott's Mills
in said county.

Authority to

levy.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the county commissioners of Cecil
county, be, and they are hereby authorised and empow-
ered, if in their discretion they shall deem it expedient,
to levy on the assessable property of said county, a sum
of money sufficient for the construction of a bridge over
Big Elk Creek at or near Scott's Mills, in said county.

Let out to
lowest bidder.

SEC. 2. And be it enacted, That the said county
commissioners, after having proceeded to levy a sum of
money for the construction of said bridge as aforesaid,
be, and they are hereby authorised and required to let
the building of said bridge out to the lowest bidder ;

Proviso.

Provided, that the person or persons to whom such
contract may be given, shall before beginning the con-
struction of said bridge, give bond and security to be
approved by the said commissioners, that the work
upon said bridge shall be performed and completed in
a substantial and workmanlike manner.
