refusal to act of any president or director before the year
for which he was elected has expired, a person to fill
such vacant place for the residue of the year may be
appointed by the president and directors of the said
company, or a majority of them, and that the president
and directors of the company shall hold and exercise
their offices until their successors are duly elected and
qualified; and that all elections which are by this act
of the by-laws of the said company, to be made on a
particular day or at a particular time, if not made on
such day or at such time, may be made at any time
within thirty days thereafter.

Objects.

SEC. 6. And be it enacted, That the objects of the
corporation by this act created, are hereby declared to
be the making, manufacturing and trading in iron, cot-
ton, wool, flour and other articles; for which purposes
the said corporation is hereby authorised and empowered
to purchase and hold in fee, or for any less estate, all
such lands and water powers, improved or unimproved
on and near the Patapsco river, below the Thistle Fac-
tory, as the said corporation may deem necessary for
conducting its business, and thereon to make and erect
mills, factories, dams, and all other needful and con-
venient works and buildings; and to sell or lease any
part of the lands or water powers so purchased and held
by said corporation.

Consent to be
given.

SEC. 7. And be it enacted, That at the request or
with the consent of the Mayor and City Council of Balti-
more, the said corporation may at any time make and
erect on the lands and water course's held by said cor-
poration, all such works and buildings as may be ne-
cessary or convenient for introducing a supply of water
from the Patapsco river, into the said city of Baltimore,
and its suburbs and liberties; and for that purpose the
said corporation shall be, and it is hereby authorised to
purchase and hold such other estates in land, and all
such further rights and privileges, and to make all such
contracts and agreements, either with corporations or in-
dividuals as may be necessary or proper for accomplish-
ing in the most effectual manner the introduction, dis-

more and its suburbs and liberties; Provided, that the
charges to be made for the use of said water, shall not
exceed the rates charged by the Baltimore Water Com-
