CHAPTER 311.

AN ACT to Reimburse the County Commissioners
of Montgomery county for Extraordinary Ex-
penses incurred, in detaining William L. Chap-
lin, charged with Kidnapping.

Preamble.


WHEREAS, William L. Chaplin, a citizen, of the
State of New York, was seized and arrested in Mont-
gomery county, on his way to the State of Pennsyl-
vania, upon the charge of kidnapping certain negro
slaves, which he then had in his possession, and was
committed to jail upon the said charge; And whereas,
it is believed, that the said William L. Chaplin had
confederated with persons of other States, for the pur-
pose of aiding, assisting, and carrying away negro
slaves, the property of citizens of Maryland and the
District of Columbia , and that after his imprisonment
as aforesaid, serious and well-grounded apprehensions
were entertained by the citizens of Montgomery county,
that an attempt would be made by the confederates of
said Chaplin, forcibly and clandestinely, to release him
from imprisonment; And whereas, the county com-
missioners, upon the recommendation of a mass meet-
ing of the citizens, with a view of the safe keeping of
said Chaplain, so that he might be brought to trial and
punishment, had to resort to extraordinary means, by
reason whereof, the county was subjected to unusual
expenses; And whereas, the said Chaplin, after a con-
finement in jail of six or seven months, entered into
recognizances to the State of Maryland for his appear-
ance at Montgomery County Court, and afterwards for-

feited the same, and the sum of nineteen thousand
dollars was paid into the treasury, upon his aforesaid
recognizances; And whereas, it is but just and right
that the State should reimburse to the county commis-
sioners of Montgomery county, all expenses incurred
in the detention of said Chaplin, out of the fund, as
aforesaid, paid into the treasury therefor.

Authority to

pay.

SECTION 1. Be it enacted by the General As-
sembly of Maryland, That the Treasurer of Maryland,
be, and he is hereby authorised and directed to pay,
upon the warrant of the Comptroller, to the county
commissioners of Montgomery county, or to their order,
the sum of seven hundred dollars, out of the money
paid into the treasury by the security, or securities, of
William L. Chaplin, upon his forfeited recognizances
as aforesaid.
