SECTION 1. Be it enacted by the General Assembly
of Maryland, That Wilton Burdett and Robert Dade,
of Carroll county, and Henry Davis and Abraham
England, of Howard county, be, and they are hereby
appointed commissioners, or a majority of them, to
survey, lay out, and open a road, not exceeding thirty
feet in width, in the best and straightest direction, taking
all the circumstances into consideration; to start at or
near the Poplar Springs, in Howard county, and then
running to the head of Farver's Meadow, on Parr's
Falls, and then to intersect the Harrisville road, at or
near William J. Dorsey's, in Carroll county; and the
said commissioners, or a majority of them, shall make
out a plat of that part of the road through Howard
county, and return the same to the Clerk of the Circuit
Court for Howard county, to be recorded among the
records of said county; they shall also make out a plat
of that part of the road through Carroll county, and
and return the same to the Clerk of the Circuit
Court for Carroll county, to be recorded among the re-
cords of said county; and the said road, when so
opened, shall be a public road forever; and shall be
kept in repair in the manner as all other public roads
are kept in repair.

SEC. 2. And be it enacted, That the expenses of
surveying and opening that part of the road in Carroll
county, shall be paid by Carroll county; the expenses
of surveying and opening that part of the road in
Howard county, shall be paid by Howard county; and
the county commissioner for said counties are hereby
authorized and required, on receiving from the com-
missioners hereby appointed, or a majority of them, an
account on oath, or affirmation of the said expenses,
including an allowance of two dollars per day to the
commissioner, for every day they may be employed in
the survey, location, and construction of said road; to
levy the same on the assessable properly of said coun-
ties respectively, to be collected as other county charges
are now collected.

SEC. 3. And be it enacted, That the said commis-
sioners, or a majority of them, shall value and ascer-
tain the damages that may be sustained by any person
or persons, through whose land said road may be made
to pass, taking into consideration the advantages and
