CHAP. 168.

held quarterly at the court house in Westminster, at
such time as to them may seem most convenient; they
may adjourn from day to day, whenever the public
business shall require it, and the president of said board
may call extra meetings thereof whenever any business

of importance shall demand the same.

Vacancy—
how filled.

SEC. 4. And be it enacted, That a majority of said
board of commissioners shall constitute a quorum for
the transaction of business, and in case of a vacancy
in said board, the Orphans' court shall appoint a suita-
ble person to fill such vacancy, who shall serve until
the next election of school commissioners.

SEC. 5. And be it enacted, That the board of school
commissioners shall revise the several school districts in
said county, organise new ones, without reference to
election district lines, whenever, in their judgment, the
public convenience may require it, and shall deliver a
description of the same to the clerk of the Circuit court

of the county, who shall record the same, free of charge,

in a suitable book provided for that purpose; and said
commissioners shall, also, have published a description
of each school district in such manner as they deem
proper; if any school district shall lie partly in two or
more election districts, the commissioners shall desig-
nate to which election district it shall belong.

SEC. 6. And be it enacted, That the board of school
commissioners, as soon as may be convenient after the

school districts are laid out, shall notify the legal voters
thereof, to assemble and elect three trustees for each
school district, and said commissioners shall make no
appropriation for the support of the public schools, to
any district, the inhabitants of which shall neglect or
refuse to elect trustees.

SEC. 7. And be it enacted, That the said board of
school commissioners shod constitute a board of exami-
ners, whose duly it shall be to examine all persons

offering themselves as candidates for teaching in any of
the school districts in said county, and said commis-
sioners may appoint a person or persons qualified to
examine candidates for leaching as aforesaid, and if
said commissioners shall be satisfied, after due exami-
nation has been made, that the candidate be a person

of good moral character, and possessed of sufficient
learning and ability, and otherwise qualified for teach-
ing, then said board shall deliver a certificate to the
person so examined by them, which certificate of qualifi-
cation shall be annually presented to said board, for
renewal, and if there be no charges preferred against
said applicant, the said certificate shall be renewed.
