1852.

SEC. 5. And be it enacted, That this act shall have
no effect unless the same be accepted by a majority, in
interest, of the stockholders of said company, repre-
sented in person or by proxy, at a meeting to take
place, on notice given by the president and directors
for two weeks, at least, in two or more daily newspa-
pers of the city of Baltimore, stating the object of the
meeting to be the consideration of the question of ac-
cepting this act.

SEC. 6. And be it enacted, That the General As-
sembly reserves to itself the right to alter or annul this
act at any time.

CHAPTER 168.

Reservation.

AN ACT for the better Regulation of Primary
Schools in Carroll county.

17, 1852.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That there shall be elected by the quali-
fied voters of Carroll county, three learned and discreet
persons, who shall be styled a Board of School Com-
missioners for Carroll county; the first election for said
commissioners shall take place on the first Wednesday
of November, in the year eighteen hundred and fifty-
two; the second election for the same, shall be held on
the first Wednesday of November, in the year eighteen
hundred and fifty-three; and every second year there-
after, at the election of members of the House of
Delegates, it shall be the duty of the judges of election
to notify, in writing, the several persons elected as
school commissioners, of their election, and said com-
missioners shall enter on the duty of their office on the
first day of January succeeding their election.

SEC. 2. And be it enacted, That said Board of
school commissioners shall organise said board by the
election of a president, from among their own number,
they shall, at the same time, elect a secretary to said
board, with such compensation for his services as they
may deem right and equitable; they shall make such
laws and regulations for the government of said board
as they may deem proper, and may alter, amend and
abolish the same at pleasure.
