CHAP. 138.

been rendered for the same, together with all costs in-
cident to such proceeding.

Powers, &c.

SEC. 11. And be it enacted, That the said company
shall have, and is hereby invested with full power and

authority to make any by-law or by-laws whereby any
member of the said company failing to pay the interest on
his, her or their premium note or notes, according to the
constitution and by-laws of the said company, may be
excluded from all benefit of insurance, and at the same
time held liable to contribution in case of loss by oth-
ers during all the time he, she of they may be so in
default, any law or statute of this State to the contrary
thereof in anywise notwithstanding.

scind any poli-
cy.

SEC. 12. And be it enacted, That the said company
shall have full power and authority to rescind or revoke
any policy of insurance by them issued whenever they
shall deem it for the interest of said company so to do.

Not to insure
beyond two-
thirds of cash
value.

SEC. 13. And be it enacted, That the company here-
by incorporated, shall in no case insure against loss by
fire beyond two-thirds of the cash value of the property

offered to be insured.

Right reserv-
ed.

SEC. 14. And be it enacted, That the Legislature
reserves to itself the right to change, alter or annul this

act of incorporation.

CHAPTER 138.

AN ACT relating to Sales by Public Auction in the
Town of Elkton, and the other Incorporated Towns
in Cecil county.

to vend at auc-
tion any goods
unless said
persons pay to
clerk of court,
specific sum.

SECTION 1. Be it enacted by the General Assembly

of Maryland, That it shall not be lawful for any
person or persons to vend at auction any goods, wares
or merchandize, of any name, kind or description
whatsoever, within the limits of said town of Elk-
ton, or within the circuit of one mile thereof, or with-
in the limits of any other incorporated town in said
county, or within the circuit of one mile of any such
incorporated town, unless said person or persons shall,
previously to vending at auction, pay to the clerk of the
Circuit court of Cecil county aforesaid, the sum of
seventy-five dollars for such privilege for one year, or
eight dollars per day for each day such person or per-
