necessary; who shall forthwith furnish the same, and
it shall be the duty of the commanding officer calling
out the militia to communicate to his next superior
officer and to the commander in chief, as soon as pos-
sible, information respecting the said insurrection,
threatened insurrection, or invasion or threatened in-
vasion; and the said commanding officer shall order
out any of the militia under his command when so re-
quired to do by two justices of the peace, stating in.
writing, under their hands, that they have good reason
lo believe that the peace and quiet of the state is likely
to be endangered.

7. AND BE IT ENACTED, That each brigadier-
general is hereby required, under the penalty of one hun-
dred dollars for every neglect or refusal, to order in each
and every year hereafter, at least two meetings of the
field officers, of his brigade at some central place, and
there drill and instruct, or cause said officers to be
drilled and instructed in ail the necessary duties of a
soldier, and to establish a uniformity of manoeuvres
and discipline; and every commandant of a regiment or
extra-battalion is hereby required, under the penalty
of fifty dollars for every neglect or refusal, in each
and every year hereafter, to order at least four meet-
ings of the majors and officers attached to his regiment
or extra-battalion, at some central place thereof, and
there drill and instructor cause said officers to be drill-
ed and instructed in all the necessary duties of a soldier,
and to establish a uniformity of manoeuvres and discip-
line; and any field officer neglecting or refusing to at-
tend any of said meetings when duly notified, shall be
fined in a sum not exceeding twenty dollars nor less
than five dollars (at the discretion of a brigade court-
martial) for every such neglect, unless he can give a
reasonable excuse; and any company or staff officer
neglecting or refusing to attend any of said meetings
when duly notified, shall be fined at the discretion of a
regimental or extra-battalion court-martial, in a sum
not exceeding ten dollars, nor less than two dollars for
every such neglect, unless he can give a reasonable ex-
cuse; and all officers who by this section are required
to attend said meetings shall appear in uniform and with
side arms, under a penalty of five dollars for every
neglect or refusal; which fines and forfeitures shall
be collected as other fines of a similar nature by this
act directed, and paid over to the respective pay-mas-
ters of the regiments and extra-battalions to which
such delinquents shall belong. And for the purpose cf
disciplining the militia of this state.
