proceedings of the commissioners, in a good and sub-
stantial bound book, by them provided for that pur-
pose; which record shall be open to the inspection of
all and any person or persons interested; and it shall
be his duty to furnish, on application from any person
or persons interested, extracts of their proceedings,
for which he shall be entitled to receive ten cents for
every hundred words he may write; and that all the
record books and papers in case of death or removal
from office, shall be faithfully delivered over to said
commissioners.

7. AND BE IT ENACTED, That whenever a ma-
jority of the owners of property on any street, square,
lane or alley which is now laid out. or may hereafter
be laid out within the limits aforesaid, shall apply in
writing to the said commissioners to grade or level,
or pave or repair the same, or to establish the corners
or fix the boundaries thereof, or to condemn the same
as a public highway, or to remove nuisances or ob-
structions that now are, or that hereafter may be
therein, it shall and may be lawful for the said com-
missioners, after giving thirty days notice in writing
to the persons holding property in such street, square,
lane or alley, or in one or more of the public newspa-
pers printed in the city of Baltimore, stating in such
notice the object of such application to them made,
and the time fixed on by them for executing the same,
then to proceed to grade, level, pave or repair the
same, or to establish the corners or fix the boundaries
thereof, or the same to condemn, or to remove nui-
sances or obstructions therefrom, or cause the same to
be done, as the said commissioners or a majority of
them may think best.

8. AND BE IT ENACTED, That the said commis-
sioners be, and they are hereby fully authorised and
empowered to assess all the expenses of grading,
leveling, paving and repairing all and any of the
streets, squares, lanes or alleys within the said limits,
and of establishing the corners and fixing the bounda-
ries of the same, and of condemning the same as pub-
lic highways, and of removing nuisances or obstruc-
tions therefrom, and the compensation hereinafter
mentioned of the said commissioners and of their
clerk, on the person or persons holding property in
the street, square, lane or alley where such grading,
leveling, paving or repairing shall be done, or such
establishment of corners or boundaries be made, or
whence nuisances or obstructions shall be removed,
and on such other person or persons as they the com-
