LAWS OF MARYLAND.

CHAP. 271.

veyor, and proceed to lay off and fix the boundaries
of the said town, having first given ten days notice
thereof at three of the most public places in Ches-
apeake City and Bohemia Village, and they or a ma-
jority of them shall cause a plat of said town to be
made by the surveyor, who may be employed by
them for that purpose, and when made and signed
by the said surveyor and the said commissioners, or
a majority of them, shall be returned to the clerk of
Cecil county court, to be by him recorded amongst
the land records of said county, and when so record-
ed shall be deemed and taken as the limits and boun-
daries of the said town of Chesapeake City.

To appoint
clerk.

SEC. 10. And be it enacted, That the said commis-
sioners or a majority of them shall have power to ap-
point a clerk, and assign his duties, and allow him
such compensation for his services as they may think
proper, and that all ordinances passed by the said
commissioners or a majority of them shall by their
clerk be entered in a book to be kept by him for that
purpose, and shall be open at all times for the inspec-
tion of any person interested, and copies of all ordi-
nances shall be put up in three of the most public,
places of said town, that the same may be generally
be made known.

Authorised to
levy and collect
taxes.

SEC. 11. And be it enacted, That the said commis-
sioners, or a majority of them, shall have full power and
authority to levy and collect taxes in said town, not ex-
ceeding in any one year thirty cents in the hundred dol-
lars, on the assessable property of said town, and for the
purpose of making said levy, they shall once in every
three years, or oftener if they think proper, appoint an
assessor, who shall, under oath, value, appraise and as-
sess the properly in said town, in the same manner and
with like authority as county assessors proceed to assess
in the county.

Right of appeal.

SEC. 12. And be it enacted, That if the owner or own-
ers of property assessed within said town, shall conceive
himself or themselves aggrieved by the assessment as
aforesaid, made by said assessors, they may appeal to
the said president and commissioners, who shall have
power and authority to make such deduction for the
valuation of their property as to them shall seem rea-
sonable and just.

May establish
regulations.

SEC. 13. And be it enacted, That the said commis-
sioners be and they are hereby empowered to pass all
bye-laws and ordinances necessary to give effect and
operation to all the powers vested in this corporation, to
impose fines, penalties and forfeitures for the breach of
