LAWS OP MARYLAND.

CHAP. 205.

Bye-laws, etc.
to be entered in
a book.

Sec. 4. And be it enacted, That all bye-laws and
ordinances passed by said commissioners, together with
all their proceedings, shall be entered in a book, which
they are hereby directed to keep for that, purpose, and
shall be open for the inspection of any person interested
therein, and copies of all the ordinances and bye-laws
shall be set up in the most public places in said village.

Times of meet-
ing regulated.

SEC. 5 And be it enacted, That it shall be the duty
of the said commissioners to meet from time to time, and
they, or a majority of them, are hereby authorised to
pass such ordinances and bye-laws, for the proper regu-
lation of said village, as to them may seem necessary;

Proviso.

Provided, the same be not repugnant to the laws of this
State, to remove all nuisances and prevent all local
causes of disease, to suppress and prevent all disorderly
and riotous conduct, by fine and imprisonment in the
county jail, and to compel each citizen and non-resident,
property holder in said village, to pay his or her rateable,
proportion of the expenses incured in carrying into effect
the said ordinances.

Authority to
enforce bye-

laws.

SEC. 6. And be it enacted, That to enable the said
commissioners to enforce the ordinances and bye-laws,
they are hereby empowered to require the services of any
constable within the election district, whose duty it shall
be to enforce the ordinances and bye-laws of said com-
missioners when required, and who shall, for every ne-
glect or refusal so to do, be subject to a fine of not less
than one, nor more than five dollars, to he recovered in
the name of said commissioners, before a justice of the
peace of the county, as other small debts are recovered,
and applied to the objects specified in the fifth section of
this act, and said constable shall he entitled to receive,
for his services, the same compensation as by law be is
entitled to receive for similar, in other coses.

How penalties
are recoverable.

SEC. 7. And be it enacted, That all fines imposed
under the ordinances and bye-laws, shall be recoverable,
in the name of said commissioners, before a justice of
the peace of said county, as small debts are recovered,
and the said commissioners shall not be entitled to
charge or recover any compensation for their services.

Inconsistent
acts repealed.

SEC. 8. And be it enacted, That all acts, or parts
of acts, inconsistent with the, provisions of this act, be
and the same are hereby repealed.
