CHAP. 180.

debts are recoverable out of court, and he shall be en-
titled to charge the same fees as a justice of the peace
would for similar services on the said tines and forfei-
tures as may be recovered before any justice of the

peace.

Corporate
powers.

SEC. 9. And be it enacted, That the said commission-
ers, or a majority of them, shall have power to make
all such bye-laws, regulations and ordinances as from
time to time they may deem wise, equitable and ex-
pedient for the comfort, health, convenience and pros-
perity of the said town and its inhabitants, tor the pre-
vention or removal of nuisances, preservation of health,
and suppression of vice and immorality within the
limits of said town, for the prevention of the firing of
guns or crackers, horse-racing, cock-fighting and all
other such improper practices within the limits of said
corporation, and shall have power to have an assessment
made of the value of all the property within the taxable
limits of said town, and to lay an equal tax on the same
to such amount as may from time to time be deemed
necessary to accomplish the purposes aforesaid, which
tax shall be collected and paid to the said commission-
ers by the said burgess, who shall have the same pow-
er to distrain therefor as the collector of the public
county assessment has to distrain for taxes, and the
said commissioners, or a majority of them, shall fix and
allow such compensation to the said burgess for his
collection of said taxes, as under all the circumstances
they make think right.

Burgess to re-

port annually.

SEC. 10. And be it enacted, That no fine or forfei-
ture to be imposed by virtue of this act shall exceed
the sum of twenty dollars for each offence, and all fines
and forfeitures shall be recovered for the use of the
corporation and in the name of the burgess and com-
missioners, of the Point of Rocks, and it shall be the
duty of the burgess aforesaid to see that all ordinan-
ces are duly and faithfully executed, and he shall, in
virtue of his office, have and exercise all the jurisdic-
tion and powers of a justice of the peace, and be
shall report annually to the commissioners during the
first two days of their session a general state of the
town, with an accurate amount of the money received
and expended, to be published for the information of
the citizens, and the said burgess before he acts as
such shall take an oath or affirmation, as the case may
be, before some justice of the peace for Frederick
county, that he will well and faithfully, without favor,
affection or partiality execute the office of burgess to
