negro was confined in the county jail to secure his atten-
dance at Charles county court, to give evidence in a cri-
minal case before said court; and whereas, said Charles
S. Williams was, thereby deprived of the services of the
said negro for a length of time to his loss and detriment—

Therefore,

CHAP. 199.

Be it enacted by the General Assembly of Maryland,
That the commissioners of Charles county be, and they
are hereby authorised, in their discretion, to levy upon the
taxable property of said county, such sum as they shall
judge sufficient as a compensation to the said Charles S.
Williams for the loss thus sustained.

An act to incorporate the Union Chemical Works.

SECTION 1. Be it enacted by the General Assembly
Maryland, That P. S. Chappell, W. H. Chappell, Wil-
liam L. Richardson and William Leach, and such other
persons as may become stockholders in said Union
Chemical Works, their successors and assigns be, and

they are hereby created and made a body politic and
corporate, under the name and style of the Union Chemi-

cal Works, and by that name may sue and be sued,

plead and be impleaded, answer and be answered unto,
in any court of law or equity, ami also ordain and estab-
lish such by-laws, rules and regulations as shall appear
necessary for the management of the concerns of said
corporation, not contrary to the laws of this State, or of
the United States, and the same to change, add to, or
amend in their discretion; and to have and use a common
seal, and the same to change and renew at pleasure, and
generally to do every other act or thing necessary to carry
into effecl the provisions of this act, or to promote the
design of said corporation.

SEC. 2. And by it enacted, That the said corporation
are hereby authorised and empowered to manufacture
chemicals, paints, medicines and other articles of com-
merce; to dye, bleach and print; to procure and purchase
all articles necessary for the purposes of said corpora-
tion; to sell and dispose of all manufactured articles; and
to have, hold, enjoy and improve such real and personal
property as may be necessary for said works, or deemed
