1845.

Utica Mills, on the road leading from Frederick to Em-
mitsburg in said county.
SEC. 2. And be it enacted, That the levy court afore-

said may, in their discretion, levy the whole or only one
half of the aforesaid sum in one year, and when the whole
amount may be levied, then the levy court shall appoint
three commissioners as a building committee.

CHAP. 42.

Discretion of

SEC. 3. And be it enacted, That it shall be the duty of

the said commissioners, as soon as they may be appoint-
ed and notified of such appointment, to forthwith adver-
tise in the three newspapers in Frederick, known as the
Examiner, Citizen, and Herald, at least four weeks be-
fore making any contract for the building of said bridge;
for sealed proposals for building said bridge, according
to the directions in said advertisement, and the commis-
sioners shall, upon the opening of said sealed proposals,
make a contract with the parly who may have put in the
lowest bid, and can give good security for the perform-
ance of the contract

SEC. 4. And be it enacted, That any departure from
the provisions of the third section of this act shall make

void any contract that may be entered into by said com-
missioners, and shall operate as a repeal of this act, and
the levy court shall, in such case, appropriate said sum
so levied as aforesaid, to the necessary expenses of the
county.

An act to provide for the relief of the poor and indigent
persons of Somerset county.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Jehu Parsons, Train Ackworth, Noah
Rider, Samuel C. Costen and Samuel S. Boggs, of So-
merset county, be, and they are hereby appointed com-
missioners and they, or a majority of them, shall have
full power and authority, and they are hereby directed to
contract for, and purchase a farm or parcel of land, in
quantity not exceeding six hundred acres, in the name of
the trustees of the poor of Somerset county, and their
successors, to have and hold the same in trust for the
use of the said county, and the said commissioners, or a
majority of them, are hereby authorised, in their discre-
tion, to erect thereon proper and suitable buildings and
