liens, &c. companies to declare assent to

   

this act &c. before it takes effect.

Like assent is given as in 1st section

   

in respect to certificates &c. in respect of

   

such amounts as may from time to time,

   

not exceeding in the whole $20,000, be

   

funded by company &c.

As condition precedent to funding said

   

debts of the class thirdly mentioned and

   

the mortgages &c. to execute to State to

   

be approved by Attorney General, such

   

deed, as will postpone their liens, &c. so

   

as respects the principal of the debts in-

   

tended to be secured, to the liens of this

   

State in said canal &c. to be recorded in

   

York and Lancaster counties, copies to be

   

transmitted to Treasurer, &c. in such re-

   

lease all rights under said mortgage &c.

   

may be saved as against said company of

   

all creditors of said company except the
State.

If in the opinion of the Attorney Gen-

   

eral it be necessary for the protection of

   

the rights of the State, that the mortgage

   

&c. shall be assigned to the State, and such

   

mortgagees shall execute such further

   

deed &c. as shall be sufficient to give the

   

State control over said mortgage &c. and

   

to be recorded as above.
