called upon by the Burgess and Council, showing the con-
dition of his receipts and disbursements; he shall give
bond, receive for his services as said treasurer [the sum
of ten dollars ($10. 00), ] such salary as the Burgess and
Council shall determine from year to year, in addition to
his compensation as assistant burgess or councilman, and
be subject to the same penalties as herein provided for the
tax collector.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 49
(Senate Bill 152)
AN ACT to repeal and re-enact, with amendments, Section
2 of Article 15A of the Annotated Code of Maryland
(1951 Edition), title "Budget and Procurement", sub-
title "Budgetary Administration", relating to the time
at which the several departments and agencies of this
State shall notify the Comptroller concerning unexpended
balances of appropriations.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 2 of Article 15 A of the Annotated Code of
Maryland (1951 Edition), title "Budget and Procurement",
sub-title "Budgetary Administration", be and it is hereby
repealed and re-enacted, with amendments, to read as
follows:
2. Every department, board, commission, officer and
institution receiving an appropriation for operating ex-
penses, and every State agency whose expenses are paid
out of fees collected, shall notify the Comptroller, at [least
ten days before] the end of the fiscal year for which such
appropriation is made, whether and to what the unex-
pended balance of such appropriation, if any there will be
at the end of the said fiscal year, is needed to meet obliga-
