faction of the Mayor and Common Council; and said
Mayor and Common Council may construct any part of
an approved drainage project, provided the person or com-
pany interested contributes not less than one-half of the
cost thereof.

(f) No drainage plan, system or design shall be adopted,
or any drainage system constructed, except for the pro-
tection of an individual's home, by any person, firm or
corporation unless such plan or design has been approved
by the Washington Suburban Sanitary Commission.

SEC. 2. And be it further enacted, That before the pro-
visions of this Act shall become effective, the Mayor and
the Common Council of Seat Pleasant shall submit the
question to the qualified voters of said town at a special
municipal election to be held the first Monday in April,
1953, registration for said referendum to be in the manner
now provided for municipal elections. Notice of the sub-
mission of this question shall be given by the Mayor and
Common Council of Seat Pleasant in a newspaper of gen-
eral circulation in said town at least two weeks before the
said election. The ballots or voting machines, as the case
may be, shall contain a printed Summary of this Act.
Printed on the said ballots or voting machines, as the case
may be, shall also appear the words "For Section 1237,
extending the voting hours of elections in Seat Pleasant
and allowing compensation to election judges and Clerks",
and "Against Section 1237, extending the voting hours of
elections in Seat Pleasant and allowing compensation to
election judges and Clerks", with suitable provision to be
made for each voter to indicate his choice on said question.
There shall also appear the words "For Section 1239, bond-
ing the Town Treasurer of Seat Pleasant at the Town's
expense", and "Against Section 1239, bonding the Town
Treasurer of Seat Pleasant at the Town's expense", with
suitable provision to be made for each voter to indicate
his choice on said question. There shall also appear the
words "For Section 1241 (h), increasing the bonded in-
debtedness of Seat Pleasant", and "Against Section 1241
(h), increasing the bonded indebtedness of Seat Pleasant",
with suitable provision to be made for each voter to indi-
cate his choice on said question. There shall also appear
the words "For Section 1246A, providing for the construc-
tion of a storm water drainage system for Seat Pleasant",
and "Against Section 1246A, providing for the construc-
tion of a storm water drainage system for Seat Pleasant",
with suitable provision to be made for each voter to indi-
cate his choice on said question. If a majority of the
