88. On the first Monday in June of 1953, and on the same
date annually thereafter, the said voters shall elect a presi-
dent of said Board who shall serve for one year from the
first Monday in July, or until his successor is duly elected
and qualified; and on the first Monday in June, in the year
1953, aforesaid, said voters shall elect two commissioners
who shall serve for two years from the first Monday in
July, 1953, or until their successors are duly elected and
qualified and on the first Monday in June, 1954, and on that
date annually thereafter said voters shall elect two commis-
sioners to serve for two years from the first Monday in
July after their election or until their successors are elected
and qualified as aforesaid (the two hold-over commissioners
serving at the time of this enactment shall continue in
office until their present term is expired in July, 1954).

89. The said President and each of said Commissioners
and all other officers of said town shall, before entering
upon the duties of their respective offices, qualify by taking
and subscribing the following oath to be administered by
a Justice of the Peace of Cecil County, "I do solemnly swear
that I will fully execute the office of , to the
best of my knowledge and ability, without favor, partiality
or prejudice"; the said oath shall be filed in the town
records.

90. The President and Commissioners of said town shall,
at some meeting prior to the first Monday in June, appoint
some person to act as judge of said election, who before
acting as such, shall qualify in the same manner as judges
of election for State and County offices in this State are
required to qualify before a Justice of the Peace, and shall
open the polls at 1: 00 o'clock P. M. on the first Monday
in June in each year, and close the same at 7: 30 P. M. on
said date. In case of a tie in the election for President or
Commissioners aforesaid, a new election shall be held
after giving at least five days notice of the time for holding
the same.

91. If any of said President or Commissioners, after
they are elected, shall refuse to qualify or after they have
qualified, die, resign, remove from town or be otherwise
disqualified, an election to fill said vacancy shall be held
after two weeks' previous public notice to be put up by said
President and Commissioners by hand bills posted at the
postoffice and three other public places in the town.

92. All such elections shall be held and conducted as is
from time to time directed by the By-Laws of the Corpora-
