from each of the two leading political parties and their
compensation shall be fixed by the County Commissioners
of Cecil County.
(3) THIS SUB-SECTION IS NOT INTENDED TO
LIMIT IN ANY WAY THE POWERS CONFERRED BY
SUB-SECTION (A).
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each of
the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sec-
tions 8, 10, 11 and 12 of Article 89C of the Annotated
Code of Maryland (1951 Edition), title "Support of De-
pendents", sub-title "Civil Enforcement", and to add new
Sections 17A and 19A to said Article, said new Sections
to follow immediately after Sections 17 and 19 thereof
respectively, relating generally to the remedies of a
State or Political Sub-division thereof furnishing sup-
port, the contents of a petition for support, to the fees
and costs imposed, to the procedure used in the enforce-
ment and administration of the provisions of this Article,
and to the application of payments made pursuant to
action taken under this Article.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 8, 10, 11 and 12 of Article 89C of
the Annotated Code of Maryland (1951 Edition), title
"Support of Dependents", sub-title "Civil Enforcement",
be and they are hereby repealed and re-enacted, with
