amounts in any sinking funds for the redemption of bonds
outstanding, shall not exceed eight per cent (8%) of the
total assessed value of all taxable property in the city.
Bonds heretofore or hereafter issued for the purpose of
financing and paying for the construction, operation, main-
tenance and repair of the water supply system and water
plant shall not, however, be included in the calculation of
the total amount of bonds issued under the authority of this
charter.

164.

(a) To issue bonds in accordance with the provisions of
Section 115 of this charter [. ]; the bonds heretofore or
hereafter issued for the purpose of financing and paying
for the construction, operation, maintenance and repair of
the water supply system and water plant not to be included
in the calculation of the total amount of bonds issued under
the authority contained in Section 115 of this charter.

194. The board of aldermen is hereby authorized to
provide by ordinance or by rules and regulations passed in
pursuance therewith, such regulations, restrictions and
provisions as it shall think proper and desirable for the
efficient operation of the police force. The commissioners
upon their own initiative or upon complaint filed with them
(or with any one of them) pertaining to any matter re-
lating to the police department, shall make such investiga-
tion as the matter may warrant and report their findings
to the board of aldermen. Any [person] member of the
department
against whom charges have been preferred or
complaints made shall be [entitled to be heard] suspended
without pay pending a hearing
before the commissioners.
The commissioners shall take such action as they shall think
proper after such hearing and report. // the member
charged is exonerated by the commissioners, he shall be
restored to full duty and reimbursed for any salary lost.
The Director of Public Safety or Chief of Police, with the
consent of the mayor shall have the authority to suspend,
without pay, for a period of not more than ten days, any
policemen for an infraction of the rules and regulations
governing the police force. No policeman who has been
discharged shall be eligible for reappointment.

The following offenses and such as may hereafter be
prescribed by ordinance or rules and regulations adopted
by the board of aldermen shall be considered sufficient to
warrant suspension or discharge:

(a) Cowardice.
