Section 12 thereof, authorizing the supervisors of elec-
tions to appoint a chief clerk and stating said clerk's
qualifications, and providing for a survey of the precincts
in Harford County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new sub-section known as sub-section
(d) be and it is hereby added to Section 4 of Article 33 of
the Annotated Code of Maryland (1951 Edition), title
"Election, " and sub-title "Election Officials, " and to add a
new section to said Article to be known as Section 12A to
follow immediately after Section 12, and to read as follows:

(d) The Supervisors of Elections of Harford County
shall appoint a Chief Clerk at an annual salary to be fixed
by the County Commissioners. The Chief Clerk so ap-
pointed shall be skilled in typing and clerical work and he
shall have charge of the proper maintenance of the registra-
tion and voting records in Harford County, subject to the
general supervision of the Supervisors of Elections. He
shall be appointed upon the basis of his skill and ability in
record keeping without regard to political affiliation and he
shall hold office during good behavior and shall be remov-
able only for incompetency or immorality upon charges
furnished in writing by the Supervisors setting forth the
grounds for dismissal and after opportunity for hearing.
12A. The Board of Supervisors of Elections of Harford
County shall on or before January 1, 1954, survey the
precinct lines in Harford County and adopt a resolution
describing the precinct lines within the several election dis-
tricts of Harford County. It shall be their duty to have a
reasonable number of maps prepared showing the precinct
lines in Harford County and to file one copy of said resolu-
tion and map with the Clerk of the Circuit Court for Har-
ford County. In the event that precinct lines are changed at
any time in the future under the authority of any provision
of the law by the Board of Supervisors of Elections of Har-
ford County, the procedure set forth herein concerning the
filing of a resolution and a map showing the new precinct
lines with the Clerk of the Circuit Court for Harford
County shall be followed.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.
