able to designate in the proper square or box their decision
for or against the proposed increased property tax rate.
If a majority of the votes cast on said question shall be
"For Increased Property Tax Rate", then this Act shall
thereupon become immediately effective. If a majority of
the votes cast thereon shall be "Against Increased Property
Tax Rate", then this Act shall be inoperative.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 466

(Senate Bill 565)

AN ACT to repeal Sub-section (a) of Section 36 of the
Charter of the City of Cumberland, Maryland (1950
Edition), being Article 1A of the Code of Public Local
Laws of Maryland), title "Cumberland" sub-title, "Civil
Service Police and Fire", and to enact in lieu thereof
a new sub-section (a), and said new sub-section (a) to
provide for the establishment and maintenance of ade-
quate Police and Fire Department in said City.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That sub-section (a) of Section 36 of the Charter of the
City of Cumberland (1950 Edition being Article 1A of
the Code of Public Local Laws of Maryland) be and the
same is hereby repealed, and in lieu thereof a new sub-
section (a) is hereby added to the City Charter as follows:

36(a). Said Mayor and City Council shall have full
power and authority to establish and maintain a Police
Department and Fire Department adequate for the needs
of the City of Cumberland and create such ratings therein
