ment of the Board herein provided for. The President or
that member of the Board of County Commissioners
elected from among that Board of County Commissioners
shall act as the President of said Board. Any member of
said Board may be removed by the County Commissioners
for good cause after a public hearing, provided the rea-
sons for the removal are given to said member ten days
prior to the hearing. The Board of Directors herein pro-
vided for shall exercise all of the power and authority
given to the Board of County Commissioners by said
Chapter 918 of the Acts of 1941. The Board of Directors
shall have authority to pass all necessary by-laws for the
operation of said hospital, which by-laws must be first
approved by the Board of County Commissioners and
shall pass all necessary rules and regulations for the
operation of said hospital; they shall have the power and
authority to employ all necessary personnel in the opera-
tion of said hospital and to discharge the same at pleasure
and to fix the salaries and/or compensation for said em-
ployees. Said by-laws may be amended at any meeting
of the Board upon the vote of two-thirds of the whole
number of said Board and further upon the approval of
the said Board of County Commissioners.

The Board of County Commissioners may at any time
within any one year direct and secure an audit of the
financial affairs of said hospital by an auditor of their
own choosing at the expense of the hospital. Said audit
to specify the disbursements and receipts of all funds with
sufficient minuteness to reflect the closest scrutiny thereof
consistent with accepted accounting practices; said audit
to be submitted to the Board of County Commissioners
and a copy of which shall be open to public inspection in
at least three places in Prince George's County; the Court-
house at Upper Marlboro; the County Service Building
at Hyattsville and at the said Hospital.

The Board of County Commissioners is hereby directed

the operating deficit, if any, of Prince George's General
Hospital for the previous accounting period
AN AMOUNT
BASED ON THE ANTICIPATED ALLOWANCE FOR
CHARITY AND WELFARE PATIENT COSTS, and is
further authorized at its discretion to borrow upon the full
faith and credit of Prince George's County in any one year
a sum not to exceed Fifty Thousand Dollars ($50, 000. 00)
and is further authorized to pay the proceeds of said
sum or so much thereof as the said Board deems advisable
to the Prince George's General Hospital to offset wholly
