SECTION 1. Be it enacted by the General Assembly of Maryland,
That a special Commission for the study of the proper
policies to be adopted concerning the organization of the
Board of Education of Washington County be and the same
is hereby created. There shall be three members of the said
Commission, one to be named by the Board of County Com-
missioners of Washington County, one to be named by the
Washington County Council of Parent-Teachers' Association
and one to be named by the Chamber of Commerce of the
City of Hagerstown. Said three persons shall meet and
organize upon appointment and take up forthwith the
study of a possible reorganization of the Board of Educa-
tion of Washington County as in this Act provided. Said
Commission shall be entitled to study any and all phases
concerning the organization, membership, tenure and mode
of selection of the Washington County Board of Education,
giving particular attention to the qualifications for mem-
bership on the said Board, the possibility of providing that
some of the members should be women, the possibility of
changing the number of members on the Board and also
the possibility of having the Washington County Board
of Education chosen by popular election. The said Com-
mission shall report its findings to the members of the
Washington County Delegation in the General Assembly
and to the entire General Assembly on or before October
1, 1954.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.
