Council shall have authority to lay out, open, extend, and
make new streets or alleys, and to alter, straighten, widen,
grade, improve, or close, in whole or in part, any existing
street or alley, as the public interest may require.

SEC. 14. And be it further enacted, That the County
Commissioners and all other public authorities shall pay
to the Mayor and Council of Carrollton, its share or pro-
portion of all public monies, a part of which may be paid
to any other municipality in Prince George's County,
Maryland.

SEC. 15. And be it further enacted, That the Mayor
and Council of Carrollton, a municipal corporation, is
hereby empowered and authorized to construct roadbeds,
sidewalks, curbs, gutters, and street improvements, includ-
ing the surfacing or paving of any alley, or any or all, in
the City of Carrollton, Maryland, in such cases as it may
determine the same to be necessary for the public benefit,
and for the benefit of the abutting land and of the owners
of the said abutting land, provided that before any per-
manent street, sidewalk and/or curb improvement shall be
made under the provisions of this section, the Mayor and
Council shall obtain from more than fifty per centum of
the property owners of record abutting upon said street,
sidewalk, alley, and/or curb their written approval of said
permanent improvement and/or improvements.

When the Mayor and Council of Carrollton shall have
determined to make roadbed, sidewalk, alley, curb, gutter
and street improvements, or all or any, in any street or
alley in said Town, it shall thereupon notify, as far as
practicable, each owner of land abutting upon said street,
proposed to be improved, by depositing said notice in the
United States Postoffice, addressed to such owner's last
known address, setting forth that on a certain day to be
named therein, which day shall be not less than one week
after the mailing of said notices, that the Mayor and
Council of Carrollton will meet to consider the kind and
character of roadbed, sidewalk, curb, gutter and street
improvements, or all or any, to be laid, and notifying said
owner to appear at said meeting, and express his or her
views on the question, if he or she so desires; that at said
meeting the Mayor and Council of Carrollton shall hear
any suggestions of said owners and immediately there-
after, or within a reasonable number of days, shall deter-
mine the character and kind of work to be done, which
determination shall be final and conclusive.
