has been aggrieved by any ruling as to the eligibility of
his right to vote may file an appeal to the Circuit Court
for Prince George's County, Maryland, and the same shall
be determined by said Court.

Any qualified person desiring to run for the office of
councilman of said Town, shall file, or there shall be filed
in his behalf, with the Mayor and Council, a petition con-
taining the request of at least ten persons who are quali-
fied voters in the Town of Carrollton, at least fifteen days,
including Sundays and legal holidays, prior to the election.
The Mayor and Council shall cause to be published, in
appropriate manner to give general publicity, the names
of the candidates.

At the first biennial election to be held on the first Mon-
day in May, 1954, the two candidates receiving the highest
number of ballots cast at the election, and alternately
thereafter at said biennial elections, the three or two
candidates receiving the highest number of ballots cast
at the election, shall be declared duly elected as council-
men for the ensuing four years, or until their successors
are elected and qualify.

All the provisions of the Public General Laws of this
State now in force or hereafter enacted relating to the
determination of elections, providing penalties for illegal
registration, illegal voting, corrupt practices and requir-
ing reports of the expenditure of money in connection
with any election shall be and hereby are made applicable
to all elections held under the provisions of this Charter.

SEC. 7. And be it further enacted, That the Mayor
and Council are hereby constituted, shall meet in some
convenient place on the third Monday of each month after
the effective date hereof, to carry on the business of the
Town government. Beginning on the third Monday in
May, 1954, and continuing on the third Monday in each
month thereafter, the Mayor and Council shall meet at
some convenient place within the Town for the transaction
of such business as may come before the regular meetings.
Three councilmen, or two councilmen and the Mayor
present at any meeting, shall constitute a quorum for the
transaction of business. The Mayor may vote on any
motion proposed. The Mayor and Council shall pass rules
and regulations consistent with the provisions of this
Charter, for their own government while in session.

SEC. 8. And be it further enacted, That it shall be the
duty of the Town Treasurer to collect and receive all taxes
