W. Campbell, et al, to Campbell Sand Company, Inc. dated
August 17, 1951 and recorded in Liber 1415 at folio 445,
the total area being 375. 2635 acres of land.

SEC. 3. And be it further enacted, That the govern-
ment of said Town shall be vested in five councilmen at
large, the first of whom are to be appointed in this Act
by the General Assembly of Maryland. Two of the council-
men appointed by this Charter as hereinafter designated,
shall serve until the election herein provided for on the
first Monday in May, 1954, and three of said Council-
men appointed by this Charter as hereinafter designated,
shall serve until the biennial election on the first Monday
in May, 1956. On the first Monday in May, 1954, there
shall be a general election as herein provided, at which
two councilmen shall be elected for four year terms to
succeed the two councilmen hereby appointed whose terms
of office shall expire at that time. At the biennial election
on the first Monday in May, 1956, there shall be a general
election at which three councilmen shall be elected for four
year terms to succeed the three councilmen hereby ap-
pointed whose terms of office shall expire at that time. At
each biennial election held on the first Monday in May
of every even numbered year, beginning on the first Mon-
day in May, 1954, the qualified voters of the Town shall
alternately elect two councilmen and three councilmen
to fill the vacancies caused by the expiration of the terms
for which the incumbents were appointed or elected.

The councilmen appointed by this Charter and all coun-
cilmen appointed or elected at interim elections, shall
assume the duties of their respective offices as soon after
their appointment or election as practicable, and unless
removed for cause, shall continue to serve until their suc-
cessors are duly elected and installed. Each councilman
elected at each election under this Charter shall fill the
office to which he is elected, beginning with the first meet-
ing of the Mayor and Council following his election, and
unless removed for cause, shall continue to serve until the
first regular meeting of the Mayor and Council following
the election of his successor.

The five councilmen appointed by this Charter to serve
until the election herein provided on the first Monday in
May, 1954, shall meet on the third Monday in June, 1953,
after the effective date of this Act, and shall elect from
their number, one member to be designated as Mayor, and
another member to be designated as Mayor pro tem, and
such Mayor and Mayor pro tem shall be elected from the
