vided, that whenever any State, County or municipal high-
way is to be disturbed the public authority having control
thereof shall be duly notified. Such street, road, alley or
public highway shall be repaired and left by the Com-
mission in the same or a not inferior condition to that
existing before being torn up, and all cost incident thereto
shall be borne by said Commission.

SEC. 3. And be it further enacted, That the said Com-
mission may acquire in Anne Arundel County by gift,
purchase, arbitration, exchange, lease, or by other similar
methods of acquisition, or by condemnation under Article
33A of the Public General Laws of Maryland, any land or
property, or any interest, franchise, easement, right or
privilege therein, which may be required to effect the
purposes of this Act; and generally to do and perform
all and every such acts or things which could be held to
be auxiliary or conducive to the proper exercise of any or
all of the powers by this Act conferred upon the Wash-
ington Suburban Sanitary Commission, or to the effective
accomplishment of the leading purpose of this Act, namely,
to construct, maintain and operate a water system for the
purpose of supplying water to the District Training School
and to residents of Anne Arundel County who may reason-
ably be served therefrom.

SEC. 4. And be it further enacted, That the Washing-
ton Suburban Sanitary Commission shall have full power
and authority to enter into any contract or agreement for
supplying water with the proper authorities of the District
of Columbia and/or Anne Arundel County. The proper
authorities of Anne Arundel County are hereby authorized
to enter into any such contract or agreement with the
Washington Suburban Sanitary Commission, any provi-
sions of law to the contrary notwithstanding.

SEC. 5. And be it further enacted, That it shall be
unlawful for any person, firm or corporation to use, handle,
tamper with, obstruct, interfere with, deface or destroy
any portion of the Washington Suburban Sanitary Com-
mission system authorized to be constructed under this Act,
including pipes, fittings, fireplugs, pumps, engines, appli-
ances, wires or other fixtures or equipment except under
such rules and regulations as the said Commission may
adopt.

SEC. 6. And be it further enacted, That any violation
of the provisions of the foregoing Section is hereby de-
clared to be a misdemeanor and shall be punishable before
any Justice of the Peace or the Circuit Court of the County
