shall keep an account of the receipts and disbursements of
the funds of the corporation, in a well bound book, to be
provided by the said Mayor and Town Council for that
purpose, and shall render the account to the Mayor and
Town Council when required by them, for all moneys re-
ceived by him, and shall promptly disburse on the order
of the Mayor and Town Council under such regulations as
they may prescribe, all sums of moneys so received by him.
He shall receive for his services such compensation as
may be determined by the Mayor and Town Council from
time to time.

13. The Mayor shall appoint, subject to the confirma-
tion of the Town Council, a person who shall act as Town
Clerk. The Town Clerk shall keep the minutes of the
meetings of the Mayor and Town Council in a well bound
book which shall be opened for inspection by all persons
who are interested therein. He shall be the custodian of
the official records (other than the Treasurer's records) of
the town and shall perform such duties as the Mayor and
Town Council may assign to him.

Nothing herein contained shall prohibit the person ap-
pointed as Clerk to be the same person as is [elected]
appointed Treasurer.

SEC. 2. And be it further enacted, That this Act shall
not become effective until it shall first be submitted to the
legally qualified voters of the Town of Forest Heights at the
next regular election held in said town. There shall be
printed on the ballot to be used at said election the title
of this Act and underneath said title, on separate lines, a
square or box or lever to the right of and opposite the
words "For Appointment of Treasurer" and a correspond-
ing square or box or lever to the right of and opposite the
words "Against Appointment of Treasurer" so that the
voters shall be able to designate his or her decision for or
against said Act. If a majority of the votes cast in said
election shall be "For Appointment of Treasurer", then
this Act shall immediately become effective, but if a ma-
jority of the votes cast in said election shall be "Against
Appointment of Treasurer", then this Act shall be of no
effect and shall be null and void.

SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1953.
