SEC. 2. And be it further enacted, That this Act shall
not become effective until it has been submitted to the
qualified voters of the City of Annapolis, in Anne Arundel
County, at the next regular municipal election on the third
Tuesday in May, 1953. There shall be printed on the
ballots or voting machines to be used at said election the
title of this Act and adjacent to said title on separate lines
the words "For Board of Recreation and Parks", and
"Against Board of Recreation and Parks", with a square
or lever adjacent to each line so that each voter can indi-
cate his or her choice on the question. If a majority of
the votes cast on said question shall be "For Board of
Recreation and Parks", then this Act shall thereupon be-
come immediately effective. If a majority of the votes
cast on said question shall be "Against Board of Recrea-
tion and Parks", then this Act shall be inoperative and of
no effect.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

(House Bill 376)
AN ACT to authorize the Mayor and City Council of Balti-
more to issue the certificates of indebtedness of said
corporation to an amount not exceeding Three Million
Dollars ($3, 000, 000), the proceeds of the same to be used
for the acquisition, by purchase, condemnation or any
other legal means, or land or property, or any rights
therein, in the City of Baltimore, and for constructing,
erecting and equipping buildings, structures and facili-
ties to be used by the Police Department of Baltimore
